Since the early 1900s, the City of Lawrenceville has operated a Police Department to protect its citizens and merchants. Today, the police department staffs 72 officers and 23 civilians to assist our city in protective needs.

    Captain Phil Byers began his career as a Police Officer with the Lawrenceville Police Department in July of 1993.  Prior to his employment with the Lawrenceville Police Department, Captain Byers began his career in 1990 becoming a Deputy with Gwinnett County Sheriff’s Department under Sheriff Bobby Plunkett.  During his career with the Lawrenceville Police Department, he has worked in Uniform Patrol, Criminal Investigations and Special Operations as a Motorcycle Officer, DUI Task Force Officer, K-9 Officer and is an Accident Reconstructionist.  Captain Byers was promoted to Sergeant in 2000 and promoted to Lieutenant in 2006.  In 2018 he was appointed to Captain of the Uniform Services Bureau and assumed command of the Support Services Bureau in 2019.   Captain Byers has a Batchelor of Science degree in Criminal Justice Administration.  He has earned several certifications from the Georgia Peace Officers and Standards Training Council to include Advanced and Intermediate Certifications, Supervision and Management Certifications, General Instructor, Firearms Instructor, Motorcycle Instructor, and Taser Instructor.  Captain Byers has also completed the University of Georgia, Carl Vinson Institute Management Development Program.  Captain Byers is a member of the Georgia Chiefs of Police Association and the International Association of Chiefs of Police.

    Captain Brad Grove began his law enforcement career in June 1992 with the Atlanta Police Department before joining the Lawrenceville Police Department in September 1998. Prior to his law enforcement career, he was active duty in the United States Marine Corps serving in the first Gulf War. Captain Grove took an 18-month leave of absence from Lawrenceville in 2003-2004 to serve with the US Department of State and the United Nations as a Police Officer in the Former Republic of Yugoslavia (Kosovo). He was appointed to Chief of Police in 2003 of the Regional Traffic Police in the Mitrovica Region of Kosovo. During his career with the Lawrenceville Police Department, he has worked Uniform Patrol, Property and Evidence, Crime Scene Investigations and upon his promotion to Sergeant in 2006 assumed command of the department’s first Crime Suppression Unit. Captain Grove continued working in the Criminal Investigations Division where he implemented the transition to a full-time civilian Crime Scene Investigations and Property & Evidence Unit. In 2022 he was appointed to Captain of the Investigative Services Bureau overseeing the Criminal Investigations Division, Crime Scene Investigations, Property & Evidence, Crime Analyst, and Federal and Local Tasks Force Officers. Captain Grove is a 2022 graduate of the Georgia Chiefs of Police Executive Training Course.
